About the firm
Glacier Point: the structural engineering firm founded by Manaf Refai, P.E.
Glacier Point is a Dallas–Fort Worth structural engineering firm founded by Manaf Refai, M.C.E., P.E., with over ten years of local practice in both structure and soil and professional licensure in eight states, put to work for contractors, architects, developers, and homeowners.

About the firm
Manaf Refai founded Glacier Point with over ten years of structural practice in the region, designing multifamily apartment communities, retail buildings, medical clinics, and places of worship, and developing a specialty in retaining wall design.
The firm handles the structure and the soil beneath it together. Foundations, retaining walls, and slopes are designed with both the structural and the geotechnical side in view, which matters on North Texas clay, where seasonal moisture movement shapes every foundation decision. Every set that leaves the office is designed, checked, and sealed by a licensed P.E., and plan-review comments are answered by the engineer who did the work.

How we work
Four commitments on every project
Responsive by design
Calls, emails, RFIs, and plan-review comments are answered by Glacier Point directly, not routed through a coordinator. Response time is a point of professional pride here, not a service tier.
Structure and soil together
Foundations, retaining walls, and slopes are designed with both disciplines in-house, so an assumption made on one side gets checked against the other.
Designed for North Texas
Ten-plus years of designing on high-plasticity clay, through seasonal moisture swings and area plan reviews, inform every foundation and every detail.
Stamped means checked
Nothing goes out for permit that a licensed P.E. has not designed, checked, and read in full. The stamp is a professional commitment, not a formality.
A typical project
Five steps, start to finish
- 01Scope call: send what you have, and we confirm what the city will ask for and whether the project is a fit.
- 02Written proposal listing deliverables, schedule, and exclusions.
- 03Design to the governing code, coordinated with your architect, civil engineer, and geotechnical report; you review the set before it is stamped.
- 04Permit-ready drawings and calculations, with plan-review comments answered by Glacier Point.
- 05Construction support: submittals, RFIs, site observations, and inspection letters.
Licensed in eight states
Based in North Texas, licensed beyond it
Most of the firm's work is in the DFW metro. Projects in New York, Virginia, Colorado, Maryland, the District of Columbia, North Carolina, and Oklahoma are stamped under P.E. licensure held in that state.
